Vermont law states that if a parent chooses to enroll a child in a Home Study Program, they must submit an enrollment notice every year and may complete the enrollment in several ways depending upon the homeschooling style. The curriculum may be submitted as a detailed outline or as a narrative, and one of 6 different methods may be used to fulfill the previous year progress assessment. For a child being enrolled for the first time and who has not attended a VT public school in the past, evidence needs to be submitted on whether the child is handicapped. Parents that homeschool a handicapped child may have to show how they will provide any necessary special services or adaptations. The enrollment notice does not need approval, but it must include everything required by law so that the notice is complete. Vermont does have a religious exemption waiver from specific requirements dependant upon the commissioner’s determination that the educational purposes are being met.

In accordance with State Board, department accountability goals and pertinent sections of Vermont statutes (16 V.S.A.) regarding home study, this program works to ensure that all students enrolled in home study programs have access to a quality education. When required, the program provides technical assistance to improve the quality of a home study program.
